Noelle Pinkard is the Organizational Advancement Officer at Hampton Roads Transit (HRT), where she leads the agency’s strategic visioning, government relations, and transit advocacy efforts at the local, state, and federal levels. She brings extensive experience in public policy and legislative affairs, having previously worked for members of the United States Congress and the Virginia General Assembly. Throughout her career, Noelle has been a dedicated advocate for increased public transportation funding in the Hampton Roads region. Noelle actively contributes to the advancement of the transportation industry through her service on several professional boards, including the Virginia Transit Association, the Conference of Minority Transportation Officials (COMTO) – Hampton Roads Chapter, Women in Transportation Seminar (WTS) – Hampton Roads Chapter, and The Bus Coalition. She holds a Juris Doctor from Regent University School of Law and two master’s degrees from Wilmington University - one in Public Administration and the other in Human Resource Management. She earned her Bachelor of Arts in American History from Virginia Wesleyan University. In addition to her role at HRT, Noelle serves as an adjunct college professor, teaching business management and paralegal studies. She resides in Virginia Beach, Virginia, with her family.
