                                                    Sean is a nationally respected and recognized expert on USDOT-FTA D&A regulations. He oversees many of the firm’s largest multi-year compliance oversight projects and directs all of RLS’ D&A oversight/training projects for transit systems and State DOTs. Mr. Oswald has extensive experience in Federal regulatory assessments, having conducted over 1,000 compliance and policy reviews across the country.
